The website you provided, icelist.is, describes itself as an open journalistic project aimed at collecting and sharing information that can hold ICE (Immigration and Customs Enforcement) members legally accountable.

Regarding your specific query about recording, documenting, and naming perpetrators of alleged unlawful "disappearing" of American citizens, the site outlines its process as follows:

Documentation and Identification

* Agents: The project states it documents and publishes the names, faces, and roles of individuals involved in ICE operations, particularly those linked to abuse, misconduct, or deportations.

* Methodology: Agents are reportedly identified through open-source investigations, FOIA records, news reports, and public testimony. Each profile is described as being vetted and categorized by involvement level.

* Other Targets: The site notes that it tracks more than just ICE Agents, including:

* Collaborators: Individuals and companies aiding ICE operations, such as private contractors and tech firms.

* Police Helping ICE: Documentation of departments and officers working in partnership with ICE.

* ICE Crimes: Tracking alleged abuse, including "Kidnappings," assault, neglect, and deaths in custody within detention centers and beyond.

* ICE Raids: Logging the locations, methods, and community impact of raids.

The website provides mechanisms for the public to "Report an Agent" or report raids and other activities. The project's stated goal is accountability by naming the individuals and entities behind these operations.

Thank you for your reporting. One clarification! Baltimore City is a separate entity from Baltimore County. While I expect the City will suffer the most, it seems to be the County that signed the agreement with the adminiatration.
